The US Economy Needs a Booster Shot by Laura Tyson & Lenny Mendonca - Project Syndicate


BERKELEY – November brought welcome news from Pfizer, Moderna, and AstraZeneca, each of which is reporting high levels of effectiveness for its COVID-19 vaccine. Hopes that vaccine distribution will begin by early December have pushed stock-market indexes to near-record levels. But the stock market does not necessarily reflect the Main Street economy. Without additional fiscal stimulus, the partial, uneven, faltering economic recovery now underway is in serious danger. With the long-feared winter wave of COVID-19 now upon us, and with unemployment rising, we are witnessing what has aptly been described as “the most unequal recession in modern US history.”

Owing to record-shattering fiscal and monetary stimulus earlier in the year, the economic recovery initially progressed faster than expected. But overall economic activity and employment remain well below pre-pandemic levels, and as key components of fiscal stimulus expire amid the latest epidemic wave, the recovery is losing momentum. Without legislative action, crucial stimulus policies – Pandemic Emergency Unemployment Compensation and Extended Benefits, Pandemic Unemployment Assistance, the national eviction moratorium, and forbearance on federal student loans – will expire by the end of December.

Moreover, many cities and states that are already facing historic budget shortfalls now must re-impose restrictions on economic activity in response to the latest surge in COVID-19 cases. Because state governments are constrained by balanced-budget laws, the end of federal fiscal support could not come at a worse time.

To shore up the faltering recovery, Congress urgently must pass a new fiscal stimulus package that includes support for the unemployed and adversely affected workers, state and local governments facing major budget shortfalls, and small businesses on the brink of bankruptcy. And in the longer term, the US will need additional funding and new programs to help permanently displaced workers (who already number around four million) navigate the transition to new jobs and sectors.

The first priority, though, is to restore unemployment benefits and extend the window of eligibility for those who have been put out of work by the pandemic. Unemployment insurance is one of the most powerful countercyclical tools available. By boosting consumption and aggregate demand, it can provide a strong tailwind for a recovery that needs all the help it can get. According to the US Bureau of Labor Statistics’ latest jobs report, 11.1 million people are currently unemployed – nearly double the pre-pandemic total, and not including the additional 13.9 million people who have left the labor force or experienced a cut in hours or pay. Overall, at least 15% of the workforce has been hit by the recession and the slowing recovery.

Beyond extending unemployment benefits and eligibility, a new fiscal stimulus package should include better-targeted direct cash payments to households. As a recent open letter by economists put it, this is one of the “quickest, most equitable, and most effective ways to get families and the economy back on track.”

Congress also needs to increase funding for the Supplemental Nutrition Assistance Program, the largest food assistance program for low-income Americans. The long lines at food banks around the country paint a bleak holiday picture for the 23% of households – and 27.5% of households with children – currently experiencing food insecurity and shortages.

Similarly, there is an urgent need for more affordable and flexible lending to small businesses before a fresh wave of bankruptcies crashes down on the economy. Already between January and November, the number of small businesses in operation fell by 29%, and small-business revenues declined by 32%. Small businesses are particularly exposed to the effects of renewed restrictions on gatherings and commerce. Small local retailers and hospitality businesses like restaurants were counting on a robust Christmas season to help offset a dreadful year. Now, the outlook heading into 2021 is increasingly grim.

Finally, it is incumbent on the federal government to provide more generous and flexible funding for state and local governments. Governors and mayors across the country are pleading for help ahead of a challenging winter. Most states and cities have exhausted rainy-day funds and are facing a collective shortfall of $400 billion or more, according to the most recent estimates.

Because most state and local governments cannot legally spend more than they receive in revenues, they need federal funds to cover their growing fiscal gaps. Without such support, they will have no choice but to raise taxes or cut essential services and employment in health, public safety, and education, as many are already doing. Either option will undermine the countercyclical effects of federal stimulus, thereby weakening the recovery.

Until now, emergency programs from the US Federal Reserve have been stabilizing municipal-securities markets and providing state and local governments with short-term loans to manage cash-flow pressures. But these measures rely on support from the US Department of the Treasury, and for no apparent reason other than spite, the outgoing Trump administration says it will end most of the Fed’s emergency lending facilities. In response, the Fed issued its own statement making clear that it “would prefer that the full suite of emergency facilities established during the coronavirus pandemic continue to serve their important role as a backstop for our still-strained and vulnerable economy.” The Treasury should heed the Fed’s counsel.

As policymakers map out additional stimulus measures, they must remember that the crisis has fallen hardest on the most vulnerable, with women and workers of color suffering disproportionately. The California Policy Lab reports that more than 80% of black workers have sought unemployment benefits during the pandemic – a rate nearly twice the state average.

Despite significant funding gaps, California and many other states and cities are working on plans to ensure a more equitable, sustainable, and prosperous future once vaccines are deployed and the virus is contained. These governments can look forward to coordinating with the Biden administration as it pursues an ambitious policy platform to “build back better” in 2021. But Biden will not take office for almost two months, and the time for additional fiscal stimulus is right now. The longer Congress dithers, the greater the risk to the recovery, and the greater the pain for the millions of Americans least able to bear it.

NASA starts assembling the Artemis Space Launch System - we’re headed back to the moon - PennLive


There hasn’t been a manned lunar landing since 1972 - but according to NASA, under the Artemis Program, that will soon change.

A NASA announcement on Nov. 24 stated that in preparation for the Artemis I launch next year, the first of 10 segments of the Space Launch System rocket has been stacked on the mobile launcher, located at the Kennedy Space Center in Florida.

The announcement revealed that on Nov. 21, engineers lowered the piece into place, for the twin solid rocket boosters that will power the first flight of NASA’s new deep space rocket.

NASA will send Artemis I as an uncrewed flight “to test the SLS rocket and Orion spacecraft as an integrated system ahead of crewed flights to the moon with the Artemis program,” the announcement said.

The booster segments, each weighing 180 tons, were manufactured at the Northrop Grumman facility in Utah, and were transported by train to the Florida spaceport in June, in specially outfitted railcars, to undergo final launch preparations, NASA said.

On Nov. 19, engineers transported a booster segment from the Rotation, Processing and Surge Facility to the 525-foot-tall Vehicle Assembly Building, NASA said, marking the beginning of the stacking operations.

Once assembled, the rocket will be humongous.

NASA explained that when assembled, each booster - consisting of five segments each - will be about half the length of a football field. “They will provide 7 million pounds of thrust for the liftoff from Launch Pad 39BNASA stated, and together the thrust generated will be more than 14 four-engine jumbo commercial airliners.

NASA said the SLS rocket, when stacked, will stand taller than the Statue of Liberty. In comparison to the thrust of the Apollo program Saturn V rocket, NASA said this rocket will have about 15% more thrust at liftoff, “making it the most powerful rocket ever built.”

This first stacking marks a milestone.

The announcement cited Andrew Shroble, an integrated operations flow manager with Jacobs, who said: “Stacking the first piece of the SLS rocket on the mobile launcher marks a major milestone for the Artemis Program.” He added, “It shows the mission is truly taking shape and will soon head to the launch pad.”

What is scheduled to happen next?

The solid rocket boosters - the first components of the SLS rocket to be stacked - will help support the remaining rocket pieces and the Orion spacecraft, NASA explained.

Using an overhead crane that can hold up to 325 tons, over the next several weeks, workers will lift the remaining segments and carefully place them, one by one, “onto the 380-foot-tall mobile launcher - “the structure used to process, assemble, and launch the SLS rocket,” the announcement said.. “The cranes are precise enough to lower an object onto an egg without cracking it,” NASA said.

The first booster segments to be stacked - the bottom sections known as the aft assemblies - “house the system that controls 70% of the steering during initial ascent of the rocket,” NASA explained. The aft motor segment and skirt, and the nozzle that directs the hot gas leaving the motor, are included in this section.

After the other four segments have been stacked, “the final pieces of the boosters are the forward assemblies, which includes the nose cone that serves as the aerodynamic leading edge of the boosters,” NASA stated, and these will attach to the core stage when it arrives next year.

NASA said its goal under the Artemis program is to land the first woman and the next man on the moon in 2024, and by the end of the decade, to establish sustainable lunar exploration.

“SLS and Orion, along with the human landing system and the Gateway in orbit around the moon, are NASA’s backbone for deep space exploration,” the announcement concluded.

The preposterously fast ChessBase search booster - Chessbase News


Question: First of all, Jeroen, tell us a little about yourself. Since when have you been part of the ChessBase team, and what is your role in the development of the software?

Jeroen van den Belt: I've been with ChessBase since 2000. My role? I focus mainly on multimedia, FritzTrainer,  3D, Raytracing and general user interface. I also sometimes travel to events and matches to report on them. I am Dutch and have done it quit often for Wijk aan Zee. 

Q: You also developed an unusual Fritz version to play against Garry Kasparov?

B: You mean 2003 in New York? The program he played against was called X3D Fritz, and it was one of my early attempts at programming a 3D chess board...

Q: ...like the spectacular ray-traced boards you have implemented in the current version of ChessBase?

JvdB: Well, yes, but for New York I programmed a true 3D board, which appeared to float in front of the screen. Of course, you had to wear special 3D viewing glasses for it.

We had to persuade Garry to play on a virtual board, but to our surprise he immediately agreed when he saw it in action. That's Mathias Feist and me doing the first demo.

Q: Okay, now on to the recently launched ChessBase 16. I am particularly interested in the new search booster function you have implemented, which is quite remarkable. Can you tell us how it works?

JvdB: Well, I was assisted in that by my colleague Mathias Feist. The super-fast search booster is the key to many of the new functions in ChessBase 16. Let me give you a summary of how I programmed it and how it works. I'll do it in a little article.

It is all about the data structure!

In 2007 the multinational technology company Nvidia, which designs graphics processing units for the gaming and professional markets, released CUDA. That stands for  Compute Unified Device Architecture) and is an interface to program graphics cards. I always had an interest in programming hardware, so I decided to take a look at it. As with every new software technology development I ask myself, can I apply this to chess? By the way, this is why we have:

  • The first very fast online database based on LDAP (2000)
  • A world map on our chess server so you can see where your playing opponents live( this was in 2001, way before Google Maps);
  • Fritztrainers, which originally used subtitles track to store and synchronize moves with the video;
  • Hardware accelerated 3d board ( DirectX9, 10, 11 and RTX);
  • Raytraced 3d boards.

All of this developed out of my interest for emerging technologies. 

A graphics card is very good at processing pixels. This means you have a small program fragment which you execute as many times as there are pixels to process. To give you an idea: if you have a full HD screen (1920x1080 pixels), you execute a fragment program two million times. Modern graphics card are able to do this – execute fragment programs – on any chunks of data. It doesn’t need to be pixels.

Two main areas in our chess software functionality are engines and searching in databases. Engines heavily rely on recursion, which was not natively possible on graphics cards – except in the latest generation of AI engines. Searching is better suited. So I started to copy our database in to the graphics memory and ported to program to CUDA. Mind you, there were quite some limitations, including register uses, stack size, etc.

I managed to get a search function working but it wasn’t as fast I was hoping for. Why? Our database format is highly compressed and the code to decompress the data has a lot of “if” statements which makes it slow to execute on a graphics card. Because with every if instruction the graphics card serializes the two possible outcomes. A few years later I ported the CUDA code to DirectX 10, which has the advantage that is also supports AMD hardware (ATI at that time). The problem however, the code took 20 minutes to compile.

With every little experiment I did with the graphics card I noticed that "if” statements slow everything down. I had to think of an easier data structure. I converted the game database to a GPU friendly structure, and stored every move of every game. Every move contained information on which piece moved, where it came from, where it moved to, and if any promotion occurred. You need roughly four bytes for each move. By using this simple structure, the logic only needed to compare the position searched for with every position encountered.

I was surprised by the speed of it. On my powerful graphics card it took less than a second to search through eight million games. I changed to bit boards and it was even faster.

That year I discussed my experiments with my colleague Lutz Nebe. He said there is no way I can make a faster search algorithm on a normal notebook computer than the one we already had. I felt challenged, and the next day I tried the data structure and algorithm on the CPU. I was shocked. It turned out to be almost as fast as on the graphics card. A new search booster was created.

I had mixed feelings about this. I was alway nagging my colleagues about the powerful graphics card horsepower, and how we needed to incorporate this into our software. But at the same time I had proved that the CPU is all we need.

It is all about the data structure!

A year ago I decided to give it another go. A friend of mine told me about a theoretical video encoder which has a compression ratio of nearly 99.999%. How could that be possible? If you have unlimited memory, you could give every possible picture (sequence of pixels) a number. If the encoder and decoder have the same unlimited picture database, the encoder could store the movie by just using a sseries of numbers.

I was fascinated by it this and thought: how can I apply this theoretical idea to chess? What if I give every possible move a sequence number. You take an empty board and put a piece on it, and go through all the moves it can make. You do this for every piece and both colors. It turns out there about 50,000 different moves and you need only two bytes per move to store this information. This is a reduction of 50%.

It is all about the data structure!

This means ChessBase 16 will run faster on older computers which have limited memory (4 GB) than previous versions. And it means ChessBase 16 will be able to handle larger databases more comprehensively when searching for positions.

The previous search booster limited it search to move 40 (so it wouldn’t take too long). Now with every search all the moves in all the games (that’s roughly eight million times 60 moves = 240 million positions) are compared. And it only takes seconds.

For the more ambitious let me tell you that there is a new generation of graphics cards which have 80 GB of memory! With the new search booster eight million games require 1.25 GB of memory, so you could easily store 500 million games in the memory of these graphics cards. You wouldn’t have time to make a coffee before a search over 40 billion positions has been completed...

Q: Thank you, Jeroen, for these insights. We need to ask you about the possible applications for these outrageously fast searches. But we will leave that for the second part of our discussion.

High school softball coach accused of stealing booster funds - Bring Me The News


The 65-year-old is a coach at Lakeville South High School.

A high school varsity softball coach has been charged with the alleged swindle of more than $15,000 in booster funds.

Eric Heflen, 65, of Rosemount, was charged with three felony counts of theft by swindle for alleged crimes carried out while he was the coach at Lakeville South High School.

Police were called in September to a report of alleged misappropriation of funds by Heflin, who allegedly submitted an invoice for reimbursement for $2,365 for a project involving field work to the softball field.

The invoice says the work was carried out by a company in Farmington, which later emerged didn't exist.

Further investigation found multiple similar alleged thefts carried out between December 2018 and July 2020.

This included the reimbursement for use of a facility in December 2018 for indoor practices, with Heflin requesting $2,685 from the booster club, but the rental for the facility was only $1,685.

Other instances saw him submit reimbursement claims for softball equipment including balls and helmets from Amazon for more than $1,000 in April 2019, but it emerged the only purchase he'd made from Amazon that month was for a $100 memory card.

In January 2020, he submitted a reimbursement request for $2,276.20 for some team uniforms, but the company he "bought" them from said the purchase was never made, and the invoice he submitted was actually an estimate, not a receipt.

Dakota County Attorney James Backstrom said: "Any theft of monies intended to support youth athletics is very disturbing. The alleged victims in this case include not just the Booster Club, but all those who donated money to this organization."

A former Lakeville South High School softball coach is accused of falsifying invoices in order to steal $15,500 from a youth sports booster club.

Eric Carlyle Heflin, 65, of Rosemount, was charged Wednesday in Dakota County District Court with three felony counts of theft by swindle in connection with the alleged theft from a Lakeville youth booster club from December 2018 through July 2020.

At the time of the alleged thefts, Heflin was the varsity softball coach at Lakeville South.

Attempts to reach Heflin Wednesday for comment were unsuccessful.

According to the criminal complaint, in September Lakeville police received a report of possible misappropriation of funds by Heflin, who had been the Lakeville South softball coach since October 2018. As head coach, he was responsible for the selection and purchase of equipment.

It was initially reported that he submitted an invoice to the booster club requesting reimbursement for $2,365 for work to the school’s softball field. The invoice indicated the work was done by ABC Concrete and Laser Grading located in Farmington. But investigators discovered the company does not exist, and it appeared to be a falsified invoice, prosecutors allege.

Further investigation uncovered nine other alleged falsified invoices that Heflin submitted to the booster club for things such as use of an indoor practice facility and purchasing softball equipment and uniforms, according to the criminal complaint.

When questioned by a detective over the phone about the alleged fraudulent transactions, charges say, Helfin initially denied any knowledge of the transactions before then saying he was not sure if he submitted any “homemade” invoices to the booster club. He later acknowledged in one instance that he had made up the invoices he had submitted, the complaint alleges.

Heflin was charged by summons and is scheduled to make his first court appearance on the charges Jan. 5.

“Any theft of monies intended to support youth athletics is very disturbing,” Dakota County Attorney Jim Backstrom said in a statement. “The alleged victims in this case include not just the booster club, but all those who donated money to this organization.”

Former Lakeville South high school softball coach charged with stealing from booster club - Minneapolis Star Tribune


A former Lakeville South high school softball coach was charged Wednesday with stealing more than $15,000 from booster club funds over the last two years.

Eric Heflin, 65, of Rosemount, was charged with three felony counts of theft by swindle. The charges say the thefts happened between December 2018 and July 2020, when he was the varsity softball coach. He had been coach since October 2018.

According to the charges, Heflin filed a reimbursement request of more than $2,300 for a project involving field work he said was completed by a company that did not exist. He appeared to have falsified the invoice.

When questioned about the invoices, Heflin stated he was not sure if he submitted any “homemade” invoices to the booster club and acknowledged he made up invoices he submitted in one instance. In total, investigators found he had falsified invoices on nine different occasions.

The expenses included time for indoor practices, softballs and helmets, uniforms and other equipment.

Heflin will make his first appearance in the next few weeks.
